Policies

The EDDIE Bus is an accessible minibus that can carry able-bodied passengers, passengers who transfer from wheelchairs, static wheelchair users and, in some circumstances, powered wheelchair users.

The final decision about safe passenger numbers, wheelchair storage and seating arrangements is made by the driver.

Wheelchairs and accessibility

The EDDIE Bus rear tail lift lowered for wheelchair access

The rear tail lift helps wheelchair users and passengers with limited mobility board the vehicle safely with support from carers and the driver.

Passenger capacity

Passenger numbers depend on whether people transfer from wheelchairs, remain in a static wheelchair, or travel in a powered wheelchair. The driver always makes the final decision on what can be carried safely.

Standard seating
13 passengers: 11 seats in the main passenger area plus 2 at the front with the driver.
Wheelchair transfers
Up to 6 passengers who transfer from wheelchairs or walking aids, plus up to 7 able-bodied passengers. Wheelchairs are folded and stored at the rear, and walking-aid users count within the transfer total.
Static wheelchairs
Up to 3 static wheelchair users, with capacity for additional passengers depending on the final seating layout. Each static wheelchair must be secured to the floor with the correct restraints and seat belts, and one seat must be removed for each wheelchair.
Powered wheelchairs
Usually 1 powered wheelchair user, plus additional passengers depending on the final seating layout. It must be secured front and rear to the floor with a seat belt, and two seats must be removed; if space allows, one static wheelchair may also be accommodated at the driver’s discretion.

Important safety note

The passenger numbers shown above are maximum figures. Actual capacity may be lower depending on the size and type of wheelchairs, walking aids and other equipment.

Large wheelchairs may significantly reduce the storage space available at the rear of the bus.

The driver has final responsibility for deciding what can be safely carried and stored.

Driver responsibilities

The driver is responsible for:

  • Driving the vehicle safely
  • Meeting legal vehicle requirements
  • Operating the tail lift safely
  • Securing wheelchairs into the vehicle
  • Deciding what can be safely carried and stored

The driver is not responsible for transferring passengers to or from the lift, transferring passengers into or out of seats, providing personal care, or providing additional passenger support.

Carers and support

Carers are responsible for:

  • The general safety and behaviour of passengers
  • Supporting passengers to and from the vehicle
  • Transferring passengers into and out of seats
  • Ensuring all seated passengers wear the seat belts fitted to their seats
  • Accompanying passengers who use the tail lift
  • Ensuring wheelchair brakes are applied before the lift is operated
  • Providing the appropriate carer-to-passenger ratio
  • Providing any extra support required by passengers

There should always be at least one carer with each group. Two carers are preferred where possible, especially where passengers need additional support.

All carers and support must be provided by the booking organisation.
